It's not the bill, as such. It's the mission creep. The bill is designed so that, for any given reason, the government can retroactively broaden its scope to cover anything it likes - reading books you've downloaded from the net, downloading a file from WikiLeaks, anything.
It's the beginning of a road to arbitrary law, where TPTB can pretty much change the rules to suit them, especially if you've just argued and won a case against them in the courts.
