The following comes from the fantasy roleplaying game HarnMaster Gold, Gamemaster Edition.

Routines of Play

Play proceeds in cycles, in each of which the GM determines the following (in order):
[1] Environ
The GM determines the Environ (general type of environment) at her/his discretion. Environ is important because it determines the chance of encounter, the types of encounters and the rate of movement.
[2] Time Tick
The Environ determines the length of the applicable time tick (the amount of game-time that is passed during the cycle). The GM may modify the time tick from what is typical for the environ as seems appropriate.
[3] Weather
If it is the beginning of a watch (and the GM feels it might be significant) s/he determines the weather.
[4] Encounters
The GM determines whether the PCs will meet any interesting NPCs during the ensuing cycle (time tick).
[5] Movement
The players declare the direction, mode, etc. or any movement they intend during the ensuing cycle/time tick. Referring to the Movement Tables, and taking into account any applicable weather and terrain conditions, the GM determines how far the PCs will be able to travel.
[6] Mapping/etc. (There's an et cetera?)
Movement is executed and the GM informs the players of any terrain, encounters, and/or other/special features they encounter. Each encounter interrupts play until it is dealt with. When all movement, mapping, and other activities are complete, the cycle is over and play continues to the next cycle/time tick.

This basic procedure repeats until the PCs are dead, retired, or too frightened, horrified, or bored to continue. :)

Yes, the smiley face is there as part of the text.

Later:

[3] Weather Generation
If weather is likely to be significant, a new weather report should be generated at the beginning of each watch, to apply (generally) throughout the watch. Because weather patterns are regional, comprehensive weather tables are provided in each regional module. A weather report should include the data shown (table right).
Meteorological effects such as snow, sleet, hail, and thunderstorms may also be generated. Once the weather report is generated, the GM makes a note of it and gives it to the players.

GM: "It's cloudy, with a heavy, showery rain making the going somewhat slippery. A weather front is moving in bringing in with it some gusty North Westerly rain topping at 50 mph and a chance of the odd rumble of thunder and groups of horse-mounted barbarians on the roads later on. A hazard warning has been issued by the Ministry of Transport for this region; people are warned to watch out for the possibility of heavy flooding in low lying regions and attacks by Gargun and trolls in the valleys. Temperatures about thirteen Celsius."

Nooooo!

Was NRC actively trying to drive players and GMs away from roleplaying?

The recession has final;ly begun to have the impact I feared it would. From stealing luxury goods such as Blu Rays, plasma TVs, stereos, home cinemas and jewellery to sell, the thieves have now started to resort to stealing things they could not resell immediately, but need for themselves.

A spate of thefts has struck town. The items taken included bags of clothing left out for charity, and food from Mum's freezer.

We didn't have big, flashy, expensive items at home. Even if we were flush with cash, none of us would go down that road. Bling costs too much to maintain, and it's too much worry that outsiders would see our bits of precious and decide to wander in and take.

In the case of Mum's house, the only thing easily accessed was a freezer, filled with chicken legs, roasters, frozen chips and even a couple of packets of lamb shanks the folks had saved for a rainy day.

All gone. Mum was heartbroken this weekend. Incon fucking solable.

You can't resell them; not for any price. The only reason why they would steal food is if they needed it for themselves.

Thieves in our vicinity have finally descended to the level of US raccoons, raiding bins for bits of protein.

If I find out who did it, they will experience how we treat animals rounmd here.
