...on whether or not the players have a good GM. And whether or not the GM is blessed with good players. Luckily, with few exceptions, I've been blessed with good GMs who are more than just hack 'n' slash but still provide us enough opportunity to kill shit so we work out the weekly stress. :)
Unfortunately, I've been on the end of mediocre and bad GMs and in the long run, they've made me hate whole systems. There's a point you can do a lot to provide atmosphere...it's another to expect the people playing to know everything about it. And put down the players who don't know all manners of science or whatever.
And I've also played with bad players who either only want hack 'n' slash and get impatient with plots, who do their best to derail a game with inner party conflict...
It all depends...
