I had contemplated joining the Cam oh so many years ago when I first got to start playing Vampire and then got online and discovered many neat things about publication through WW. Of course, it never panned out because, you know, money being tight for various reasons and the like meant no joining a gaming organization thingie.
I'm not all that surprised that WW didn't even bother to run this little thing by their fan-groups like the Cam and the others. They probably assumed that they would be backed no matter what.
