It's only ironic if you take it more generally than it shows ...
... "CAMPAIGN SIGNS" are political "vote for me/vote for this" signs in the US. And this particular message is asking for them not to be posted on city utility poles. This sign appeas to be attached to a tree rather than a utility pole.
